Samvel Shahramanyan served as the final State Minister of the Republic of Artsakh, the Armenian self-governing entity in Nagorno Karabakh. On September 28, 2023 — days after Azerbaijan’s military offensive forced the surrender of Artsakh’s defense forces — he signed the presidential decree dissolving the Republic of Artsakh effective January 1, 2024, formally ending three decades of Armenian self-governance in the region. That self-governance was itself the product of the Armenians of Nagorno Karabakh seeking to exercise their right to self-determination — a claim that lay at the political and legal heart of the conflict from its origins through the republic’s final dissolution.
