COVID-19 in Armenia

Armenia confirmed its first COVID-19 case on March 1, 2020, and Pashinyan’s government declared a state of emergency on March 16, imposing restrictions on movement, closing schools and non-essential businesses, and restricting public gatherings. The early response drew comparisons with measures taken across the region, though enforcement varied and public compliance was uneven. By June 2020, Pashinyan himself had tested positive.

The pandemic’s timeline collided directly with Armenia’s military crises. The April 2020 constitutional referendum on removing contested judges was postponed because of COVID restrictions. The July 2020 clashes along the Tavush border brought large crowds into Yerevan streets in defiance of gathering limits, and the 44-Day War that began in late September 2020 effectively displaced pandemic management as the government’s dominant concern. Wartime mobilization and the humanitarian emergency in Artsakh (Nagorno Karabakh) absorbed state capacity that had been directed at the health response.

Armenia’s vaccination campaign began in 2021 using Janssen and Novavax doses, alongside smaller quantities of other approved vaccines. Uptake was lower than health authorities targeted. The pandemic’s economic toll compounded pre-existing structural weaknesses, and international aid from the European Union, the United States, and other partners helped finance both direct health spending and broader economic stabilization measures.
