Armenia-France military cooperation encompasses defense partnerships, weapons procurement, and strategic military alignment between Yerevan and Paris. France has emerged as a significant Western defense partner for Armenia, particularly following the 44-Day War and the subsequent complete ethnic cleansing of Artsakh (Nagorno Karabakh) of more than 150,000 Armenian inhabitants. Defense agreements with France represent Armenia’s broader effort to diversify its security relationships beyond the CSTO and Russia, reflecting Pashinyan’s pivot toward Western institutions and away from Moscow-centered security arrangements. France’s role in Armenian defense contrasts with its historical ties to the Armenian Diaspora and its diplomatic engagement in the Armenia-Azerbaijan Peace Process.
In October 2023, defense cooperation between the two countries took concrete form when Tevan Poghosyan, an analyst close to Pashinyan’s government, discussed a French weapons deal for Armenia on Groong’s Episode 291. Poghosyan noted that France was supplying military equipment as part of Armenia’s efforts to rebuild defense capacity after territorial losses and the displacement of Artsakh’s population. The timing of such cooperation coincided with Armenia’s stated commitment to strengthening ties with the European Union and Western democracies, signaling a reorientation of Armenia’s strategic partnerships during a period of acute vulnerability and isolation within the CSTO framework.
French military support to Armenia occurs within a broader context of Armenia’s confrontation with Azerbaijan and Turkey, the unresolved Armenia-Azerbaijan Peace Process, and Armenia’s search for reliable security guarantors at a moment when Russia’s capacity to provide meaningful deterrence appears constrained by its priorities in Ukraine. Whether French defense cooperation can meaningfully offset Armenia’s military disadvantages relative to Azerbaijan remains contested, as does the question of whether Western partnerships can substitute for the regional balance of power that existed before the 44-Day War and the loss of Artsakh.
