One year after Washington’s Armenia-Azerbaijan peace summit, regional tensions escalate as Aliyev threatens military action, Iran rejects TRIPP terms, and Pashinyan pursues EU integration while constitutional reform divides the opposition.

On August 8, marking one year since the Washington summit where Pashinyan and Aliyev initialed a peace treaty, both leaders spoke with President Trump separately, reaffirming support for the TRIPP project. U.S. Secretary of State Marco Rubio issued a statement praising the agreement’s role in ending decades of conflict and launching the Trump Route for International Peace and Prosperity. Yet behind the rhetoric lies deepening disagreement over implementation. Aliyev stated that Azerbaijani specialists have identified locations for power transmission lines through Armenian territory, describing the project in terms that suggest extraterritorial control. A Civil Contract MP rejected Aliyev’s continued mislabeling of TRIPP as the ‘Zangezur Corridor ,’ emphasizing that no such phrase appears in signed documents and that any infrastructure through Armenia must have Yerevan’s explicit consent and economic benefit.
Iran has become a complicating factor. Major General Yahya Rahim Safavi, a former commander of Iran’s Islamic Revolutionary Guard Corps, stated flatly that there is neither agreement nor common ground between Armenia and Iran on TRIPP. He warned that the project, in its current form, poses a security threat to Iran and represents unwanted U.S. presence in the South Caucasus . Meanwhile, Armenia has stated it seeks mutual understanding with Iran on the matter, but the gap between Teheran’s opposition and Yerevan’s advancing the project with Washington remains stark.
Aliyev’s rhetoric has grown more aggressive. During a visit to Nakhijevan, he declared that Armenia ‘capitulated’ and ‘surrendered’ in the 2020 ceasefire, asserting that Azerbaijan now sees TRIPP as an opportunity to project power and presence within Armenian territory. Military analysts warn that while Aliyev presents TRIPP as a transit corridor, his statements suggest intent to use it as leverage for deeper control. Simultaneously, Azerbaijan continues arming itself, with Aliyev announcing that Nakhijevan’s military capabilities will continue to expand, contradicting assurances of peaceful intent.

The Armenian government is moving toward a new constitution that removes reference to the 1990 Declaration of Independence, a condition Baku has demanded for signing a peace treaty. Civil Contract MP Arusyak Julhakyan confirmed on August 11 that the draft constitution would not mention the Declaration, noting it will be publicized by year’s end. Pashinyan has repeatedly called the Declaration ‘a declaration of war,’ effectively endorsing Azerbaijan’s position. However, Civil Contract lacks the constitutional majority needed to launch a referendum unilaterally, creating a political impasse that could delay or complicate ratification.
The opposition has mobilized fiercely against the move. Narek Karapetyan, head of the Strong Armenia faction, called the Declaration ‘our country’s birth certificate’ and rejected Aliyev’s constitutional demands. Kristine Vartanian of the opposition Hayastan alliance stated the government is rewriting Armenia’s founding document at Baku’s insistence. An opposition-led analysis warns that Armenia would be adopting what critics call ‘Aliyev’s constitution,’ fundamentally altering the nation’s legal framework under external pressure. Despite Pashinyan’s EU integration rhetoric, the domestic political cost of constitutional capitulation is proving substantial.
Russia has added pressure from another direction, setting a December deadline for Armenia to call a referendum on EU membership or face consequences within the Eurasian Economic Union. Deputy Foreign Minister Mikhail Galuzin warned that if no referendum is called by year’s end, EAEU leaders will consider suspending Armenia’s membership. Pashinyan initially resisted, but softened his position in recent weeks, saying he remains open to ‘compromise.’ The government faces irreconcilable demands: EU integration alienates Russia, constitutional change alienates the opposition, and the TRIPP corridor alienates Iran. Managing all three simultaneously appears diplomatically impossible.

Catholicos Garegin II and six Armenian bishops went on trial in Armavir on August 7 amid Pashinyan’s continuing campaign to remove the supreme head of the Armenian Apostolic Church . The initial judge, Hakob Manukian, recused himself citing a conflict of interest. A replacement judge, 29-year-old Serzh Rushanyan appointed in 2023, has now been assigned. The charges stem from the church’s defrocking in January of a pro-government bishop involved in Pashinyan’s controversial campaign to reshape church leadership. Church lawyers maintain that Armenian courts have no jurisdiction over internal ecclesiastical affairs, a principle affirmed by international law and Armenia’s own constitution guaranteeing church independence.
The World Council of Churches and numerous international bodies have condemned the prosecution. The Armenian Bar Association issued a detailed statement noting that institutional autonomy of religious communities is protected under the European Convention on Human Rights, to which Armenia is a state party, and that decisions on doctrine, discipline, and clergy appointment are presumptively matters for religious bodies, not civil courts. Archbishop Mikael Ajapahian, arrested in June 2025 on charges of calling for violent overthrow of the government, was released by the Court of Appeals in June 2026, though prosecutors have now appealed that decision to higher court.
The crackdown extends beyond the church hierarchy. In mid-August, opposition figure Martun Grigorian, who ran on the Prosperous Armenia ticket in June elections, was arrested on charges of violating election laws. His lawyer called it ‘political persecution.’ The Anti-Corruption Committee also filed charges, yet Grigorian and dozens of other opposition members and supporters reject accusations as politically motivated. Since the June parliamentary elections , the government has arrested the leader of Prosperous Armenia, Gagik Tsarukian, and numerous other opposition figures on election-related charges broadly viewed as retaliation for electoral competition.

Russia’s sanctions on Armenian agricultural exports have accelerated a dramatic reorientation of trade flows. Since Moscow banned imports of fruits, vegetables, fish, flowers, mineral water, and alcoholic beverages in June on alleged sanitary grounds, Azerbaijan and Georgia have rapidly filled the void in Russian markets. Azerbaijani exports to Russia grew 3 percent in the first half of 2026, exceeding $608 million, while Armenian overall exports fell by over 20 percent year on year. Azerbaijani exporters, filling shelves previously stocked by Armenian producers, increased their tomato revenue by roughly 10 percent and corn-family crops by over 40 percent. The government approved over 5.6 billion drams in fresh subsidies to exporters in August, but diversification efforts face fundamental limits.
The power sector reveals deeper vulnerabilities. Aliyev has pressured Armenia to close the Metsamor nuclear plant, the sole functioning reactor of which generates roughly one-third of the country’s electricity and is mandated for decommissioning in 2036. He suggested Azerbaijan could supply replacement power via TRIPP. Pashinyan initially adopted Aliyev’s framing, calling the plant ‘a potential threat,’ echoing Azerbaijani and Turkish demands. However, Civil Contract MP Arman Yeghoyan countered that the plant’s maximum lifespan is set internationally and that neither Armenia nor any other government determines closure; moreover, Armenia is negotiating with international partners to build a new nuclear facility. Energy independence now depends on whether Armenia can diversify sources or negotiate rates for Azerbaijani imports.
Banking regulations tightened on August 12 as Armenia seeks to comply with international sanctions on Russia. New rules require Armenian banks to screen all transactions for sanctions-evasion risk, examine customer citizenship and residential address, and review beneficial owners of companies. The measures could further disrupt payment routes from Russia, a critical financial lifeline for many Armenians. In parallel, grain shipments from Russia via Azerbaijan into Armenia continue, signaling one remaining trade corridor dependent on Azerbaijani cooperation. The opposition warned that the government is isolating Armenia economically while offering Baku unilateral concessions in return for minimal reciprocal benefit.

More than two years after Armenia’s military loss of Artsakh (Nagorno Karabakh) in September 2023 and its ethnic cleansing of over 150,000 Armenian inhabitants, evidence of cultural obliteration continues to mount. The Holy Resurrection Armenian Church, built in 1621 in occupied Hadrut, has been desecrated. Videos posted on Azerbaijani social media show walls covered with inscriptions, the structure defaced, and the cross atop the dome destroyed, demolished after 2022. Activist Alen Ghulyan noted that the cross was still present in 2023 footage when Azerbaijan falsely claimed the church was ‘Caucasian Albanian.’ The regime announced plans in December 2023 to ‘Albanianize’ the church and conduct archaeological excavations, treating Armenian cultural heritage as archaeological erasure.
The Cathedral of the Holy Mother of God in Stepanakert, Artsakh’s capital, has been completely destroyed between March and April 2026, according to satellite monitoring data. Artsakh Cultural Heritage Ombudsman Hovik Avanesov reported that an Azerbaijani woman posted photos from the cathedral grounds, taken in 2025 when the structure still stood, alongside new images of its ruins. She captioned the destruction as a ‘victory.’ The contrast between the two photographs documents both the physical demolition, and also the ideology driving it.
Meanwhile, restoration work is underway for the 150-year-old Karasun Manuk Armenian Church in Turkey’s Hatay Province, damaged in the 2023 earthquake, suggesting that Armenian religious heritage faces some protection efforts in Turkey.

Recep Tayyip Erdogan announced personnel changes in Turkey’s armed forces that may signal broader regional recalibration. The agreement includes provisions for defense cooperation across all areas and is presented as a counterweight to regional powers and U.S.-Iran tensions. The convergence of Turkish military reorganization with this new trilateral defense arrangement suggests Ankara is repositioning itself within a broader anti-Iran, pro-Sunni alignment while maintaining focus on its southern Caucasus role.
Azerbaijan’s textbooks continue to shape youth attitudes toward Armenian territories. An Azerbaijani history textbook revised in June 2023 for 8th graders describes Armenia as ‘Western Azerbaijan,’ teaching students that the neighboring state occupies Turkish historical territory. Analysts note that Azerbaijani education systems do not prepare students for peace but rather instill territorial revisionism. As the TRIPP corridor advances and Turkish-Azerbaijani pan-Turanic aspirations converge, Armenia faces a region increasingly unified in competing territorial claims, underpinned by military modernization and revised pedagogy.
