Major-General Davit Manukyan, former deputy commander of Artsakh’s armed forces, released an audio message from Baku prison on July 20 challenging Pashinyan to publicly respond to what he termed fabricated charges of planning the 2020 war. The South Caucasus entered a new geopolitical phase as Azerbaijan repositioned itself within broader Eurasian power shifts. Azerbaijani President Ilham Aliyev visited Berlin on July 21 to sign strategic partnership agreements with German Chancellor Friedrich Merz, expanding energy cooperation and transit arrangements.
