Graded F: Maloy & Owens (Utah), Van Orden (Wisconsin)

They signed onto Luna's bill against Section 907. ANCA asked them to withdraw. They refused.

Hovik rounds out the report card with three more Republicans: Celeste Maloy and Burgess Owens of Utah, and Derrick Van Orden of Wisconsin. He asks Hamparian what links them, and the answer is simple: all three jumped on board Congresswoman Anna Paulina Luna’s bill against Section 907, the restriction on U.S. aid to Azerbaijan.

Hamparian offers a plausible read on why. These lawmakers were very likely approached by the Azerbaijani government, or Luna herself may have asked for co-sponsorship as a favor, perhaps trading support for one of their own pieces of legislation. Whatever the mechanism, Hamparian is blunt that they should have known better, since the bill would clear away the entire framework of U.S. accountability toward Azerbaijan.

The clip closes the loop on a theme running through the episode. ANCA reached out to all three and asked them to withdraw their co-sponsorship, and all three declined. By refusing, Hamparian says, they placed themselves on the wrong side of the issue and earned F grades. The segment shows how co-sponsorship choices become a clear line in ANCA’s grading, and how the organization gives legislators a chance to reconsider before the grade is set.

Hovik Manucharyan: From Utah, we have Celeste Maloy, and then Burgess Owens, both Republicans, and also from Wisconsin, Derrick Van Orden. What can you tell us about them?

Aram Suren Hamparian: They all jumped on board Congresswoman Luna's bill against Section 907, and very likely because either they've been reached out to by the Azerbaijani government or maybe Luna herself just asked as a favor maybe to trade a co-sponsorship for one of their pieces of legislation. But they should have known better. We have reached out to all of them and asked them to withdraw their co-sponsorship. They have not done so. So they put themselves on the wrong side of the issue and as a result got F grades from us.
