Graded F: Utah's Celeste Maloy (R-02) and Burgess Owens (R-04), Wisconsin's Derrick Van Orden (R-03)

Utah and Wisconsin round out the Fs.

Hovik brings the review toward its close with three more failing grades: Utah Republicans Celeste Maloy of the 2nd District and Burgess Owens of the 4th District, and Wisconsin Republican Derrick Van Orden of the 3rd District. Grouping them together caps the state-by-state tour of ANCA’s 2026 report cards.

ANCA’s grades reflect records on Armenia, Artsakh (Nagorno Karabakh), and human rights. Each failing mark tells the Armenian American community that a member’s votes and statements have worked against its priorities. Adding Utah and Wisconsin extends the national map the hosts built throughout the segment, showing that the pattern reaches well beyond the largest states.

For diaspora voters, the closing names complete a practical reference. Together with the earlier states, they form a picture of where Congress stands and where advocacy and electoral energy might focus. The report cards turn that picture into a tool, connecting individual records to the community’s long-running work on recognition, aid, and accountability.
