Concessions Without Peace
Armenia won't raise Azerbaijani forest destruction at a biodiversity summit it's hosting.
Hovik points to a bitter irony around COP17, the biodiversity conference Armenia is set to host. Azerbaijani forces occupying Armenian territory are cutting down forests, with over 60 hectares reported, posing a growing threat to the Shikahogh Natural Reserve where Azerbaijan has set up positions. Asked whether Armenia would use the conference to raise this, the government responded that doing so would violate the principles of the COP17 presidency, declining to bring environmental damage linked to Azerbaijan’s military presence onto the conference’s multilateral platform.
Hovik’s conclusion is pointed: perhaps that silence is precisely why Azerbaijan allowed COP17 to take place in Armenia at all. A government hosting a summit on protecting biodiversity will not name the active destruction of its own forests by an occupying force. The moment sits at the intersection of environmental and security failure, a theme that runs through the whole episode.
Asbed caps it with the clip’s memorable line: what Armenia seems to have is concessions without peace, an inversion of Samvel Karapetyan’s peace without concessions initiative. For an audience following Armenian news, the Armenia-Azerbaijan peace process, and the South Caucasus, it is a tight, quotable encapsulation of the episode’s argument that the government concedes repeatedly while receiving nothing durable in return. The contrast between a glossy international conference and unaddressed destruction on the ground gives the clip both a hook and a punchline.

Hovik Manucharyan: And so they asked the Armenian government whether COP17 would be used as a platform for talking about this. And the Armenian government said it would violate the principles of COP17 presidency if Armenia used the conference's multilateral negotiating platform to raise environmental damage linked to Azerbaijan's military presence. So there you go. And I guess this is why Azerbaijan allowed COP17 to happen in Armenia.
Asbed Bedrossian: Hovik, what we seem to have is concessions without peace. That's what intrigues me about this peace without concessions initiative
