Invest in People, Not Just Machines-That's How You Build Real Technological Sovereignty

GPUs are going to depreciate, but talent doesn't. If you grow the people around it, that's what makes the transformation.

In his closing guidance to Armenia, Campbell distills a powerful principle: physical assets depreciate, but human capital appreciates and multiplies. The Firebird facility, like all data centers, will require continuous hardware replacement and upgrades. GPUs become obsolete within years. But the engineers, researchers, and technicians trained around the facility become permanent assets-knowledge that stays with Armenia and compounds as these individuals start companies, mentor others, and contribute to a broader technology ecosystem.

This reframing has profound implications for Armenia’s investment calculus. If the government views Firebird primarily as a revenue source or a data processing facility, it will constantly chase marginal optimizations of the hardware. But if it views Firebird as an anchor for workforce development, university partnerships, and talent retention, the calculus changes entirely. A single trained AI engineer represents far more long-term value than a pallet of GPUs.

Campbell’s emphasis on intentional ecosystem cultivation underscores this point. The government should ensure that universities engage with the facility’s operations, that construction and maintenance teams gain legitimate skills, that high school students see a path to careers in data center operations and AI development. When young Armenians see that sophisticated technology work is possible at home, emigration incentives shift. Diaspora engineers are more likely to invest or return if they see genuine opportunity.

For policymakers, this suggests that the true measure of Firebird’s success is not compute utilization or power consumption, but rather how many Armenians move from dependence on foreign cloud services to building local capacity, how many startups cluster around the facility, and how many young people choose to remain in Armenia because they see a technological future there.

Hovik Manucharyan: But let's just say you were advising the Armenian government today on this project, on the use of Armenia's AI strategy. Its current scale and model, what would you say and what would you focus on?

Richard Campbell: Well, please don't treat this as just a data center. This is an infrastructure project. This is a foundation for expanding the technological ecosystem of the whole nation. New power sources, new education, you know, GPUs are going to depreciate, but talent doesn't. If you grow the people around it, that's what makes the transformation. The investment ultimately comes to the people, not to the physical assets, right? The physical assets ultimately are only valuable if they benefit the people. So if the government is keeping the people in mind and growing those things in every way, that's where the benefit comes in. This can be a strengthener of Armenia, both internal to the country and with its relationship with its neighbors. If you get both those things together, the talent only flourishes further. I know I'm a techno-optimist.
