The news yesterday was that another meeting took place between Artsakh and Azerbaijani representatives.
Today, president Arayik Harutyunyan introduced the new state minister, Gurgen Nersesyan, who is replacing Ruben Vardanyan. He has the helm of all Artsakh ministries except foreign affairs and defense. Those roll up directly to president Harutyunyan.
We’ve read that the chair of the Artsakh national security council, Samvel Shahramanyan, is leading the negotiations with the Azeris, who have appointed MP Ramin Mammadov as their rep. Together with Shahramanyan is Sergey Martirosyan, who has ties to Russian General Rustam Muratov.
The Azeri side has presented these meetings as being about “reintegrating Karabakh Armenians back into Azerbaijan”. There have been multiple official rejections of this view from Artsakh, and statements that Artsakh is not discussing its status with Azerbaijan, and the current talks are not a replacement for peace negotiations.

Gev Iskajyan is the National Grassroots Director of the Armenian National Committee of America (ANCA). Before joining ANCA in 2024, he served as the Executive Director of the Armenian National Committee of Artsakh, where he worked to raise international awareness about Artsakh’s challenges and led relief efforts.
Previously, Iskajyan held leadership roles with ANCA Western Region, the Armenian Youth Federation, and the Armenian Genocide Commemorative Committee, where he organized impactful initiatives like the ‘March for Justice’ in 2015. His insights have been featured in prominent outlets such as CNN, BBC, and Newsweek. Iskajyan studied Political Science and Philosophy at California State Polytechnic University, Pomona.
