Right of Return

The right of return for Armenians displaced from Nagorno Karabakh (Artsakh) refers to the internationally recognized principle that the more than 150,000 ethnic Armenians who were ethnically cleansed from the region following Azerbaijan’s September 2023 military offensive have the right to return to their homes and property under conditions of safety and dignity.
Azerbaijan has stated that displaced Armenians are welcome to return as citizens of Azerbaijan subject to Azerbaijani law, a position Armenian displaced persons and their advocates have rejected given the circumstances of their ethnic cleansing and the subsequent erasure of Armenian cultural and religious heritage in the region. A dozen Armenians who had remained in Artsakh after 2023 petitioned to move to Armenia.
